Abstract

The measurement allows data to be obtained by quantifying attributes of an entity using metrics. To get information from this data the evaluation interprets the measures obtained using indicators. In order to take Decisions need to provide recommendations based on the results. If these recommendations imply change to improve certain aspects it will be necessary to re-measure and evaluate to determine if the level was reached of satisfaction required. Frequently the activities involved in processes of change and improvement are not contemplated in measurement and evaluation strategies. This paper presents an evaluation strategy that comprehensively considers measurement, evaluation, change and improvement processes. In this way it strengthens the Measurement and evaluation process providing it with characteristics that lead to continuous improvement.
