Once the importance of the environmental impact of a project has been determined, the environmental management plan is prepared with the monitoring and control programs for the most significant actions and the monitoring program for the most affected environmental factors. The monitoring and control program contains the measures to be implemented during the construction, operation and closing stages of the project. The objective of this work is to present a methodological procedure of general application using fuzzy arithmetic to model the uncertainty that originates in the definition of a set of attributes (aj) expressed by means of linguistic variables to which numbers were assigned, use a polynomial expression specially developed to qualify the Importance of Project Actions (IPAj), use fuzzy arithmetic to determine the central estimators and their associated confidence intervals by means of confidence levels (α) to obtain the final value of the IPAj indicator and propose specific preventive measures in the environmental monitoring and control program.
