This paper presents tools for the energy sector’s opportunities and threats assessment for an evidence-based decision-making procedure. Through the exercise of proposing scenarios as possible long-term paths and not as predictions, its primary goal was to present the LEAP (Low Emissions Analysis Program) prospective modelling progresses of electric vehicles (EV) and photovoltaic on-grid distributed generation systems integration among regional energy systems such as Mendoza’s. The results show that a high penetration rate of such photovoltaic systems would entail a striking change in the regional electricity matrix configuration. On the other hand, it is exposed that EV’s electricity demand will be greater than the injected into the utility grid by them under a Vehicle to Grid (V2G) configuration, so it is required to evaluate additional strategies that promote their use.
